Here is a great activity you can laminate or put in a sheet protector and use with dry erase markers or use as a worksheet. The students roll the dice to fill in the 2 numbers. For your higher students roll 2 sets of dice to make 2 digit numbers. Then they write in the correct sign. Download this for free here.
